Police seek public’s assistance identifying suspect in construction site arson

The Edmonton Police Service is asking the public for assistance in identifying a male suspect allegedly involved in an arson at a construction site in west Edmonton last month.

On Monday, March 23, 2020, at approximately 12:20 a.m., a group of males reportedly attended a gas station in the area of 157 Street and Stony Plain Road. One of the males reportedly purchased a red jerry can and several litres of fuel. The male then reportedly walked to a nearby construction site, used the fuel to light wooden framing on fire and fled the area on foot.  The site was unattended at the time and no injuries were reported.


Police are releasing photos of the alleged suspect in hopes that someone may recognize the male. He is described as approximately 5’10-5’11” tall, weighs approximately 150 lbs and was reportedly wearing black pants, a black jacket, a black toque and black and white runners.

Police alerting auto dealerships to luxury vehicle fraud

The Edmonton Police Service has issued arrest warrants for a suspect in connection to more than half a million dollars in fraudulent vehicle purchases.

In mid-January, police began receiving reports of a male using false identification to purchase luxury vehicles from Edmonton car dealerships. The suspect is alleged to have used various identities to purchase five vehicles between November 2019 and January 2020 totaling $582,575 from five Edmonton dealerships.

Investigators have identified the suspect as Philip Mackey, 60, and have issued Canada-wide warrants for his arrest, including fraud over $5000, utter forged documents, possession of identity document, impersonation, failure to comply with probation, breach of recognizance and additional identity theft-related charges.

Investigators believe Mackey may be continuing to attempt similar fraudulent activity, and are asking car dealerships to be on the lookout for him.

Mackey is described as 5’8” tall and 178 lb with thinning, medium-brown hair.

Edmonton drivers reminded city roads are not Castrol Raceway

Edmonton drivers are being cautioned to slow down again, following an ongoing series of high flyers stopped by EPS Traffic Unit officers on city streets.

“This is the second time in three weeks that we’ve had to message motorists to slow down,” said Sgt. Kerry Bates, of the EPS Traffic Safety Unit. “The roads may be somewhat quieter these days due to the people remaining at home during the pandemic, though that doesn’t give motorists additional liberties to ignore the posted speed limits.”

Edmonton Police Service Traffic Unit members have clocked drivers racing around the city at excessive speeds of 151 km/hr in a 80 km/hr zone, 141 km/hr in a posted 80 km/hr zone, 123 km/h in a 50 km/h zone, 181 km/h in a posted 100 km/h zone – even 200 km/h on the Anthony Henday last week.

With warmer temperatures now here, motorcycles are also starting to appear on city roads, increasing the risk of collisions, injuries or even deaths.

“Some people are obviously feeling the effects of cabin fever having been cooped up at home for the last several weeks,” explained Sgt. Bates. “We get it, though regardless, you’re creating a lot of unnecessary risk for yourselves and those on the roads around you when you decide to drive with reckless abandon. It’s not acceptable, and you’re exposing yourself to a hefty fine, at a time when many people are facing difficult financial pressures at home.”

Bates added: “To be frank, it’s selfish to say the very least, to potentially cause an unnecessary collision that could further increase the pressure our hospitals and front-line healthcare professionals are currently under, as a result of the COVID-19 virus.”

The EPS is stepping up its traffic enforcement efforts to address this ongoing trend, which is occurring with lower traffic volumes on city roadways. Violations for speeding can include fines of up to $2,000 and up to 6 demerits, depending on how fast the driver was travelling. Those found to be exceeding the speed limit by 51 km/h or more may face a driver’s licence suspension.

Commercial B&E suspects facing multiple charges in connection to province-wide series

The Edmonton Police Service has charged three suspects in connection to a lengthy series of commercial break and enters across the city and throughout the province. Over a five-month period dating back to December 2019, EPS Southeast and Southwest Division investigators identified three suspects allegedly involved in some or all of 30 B&E incidents.

The series involved break and enters in Fort Saskatchewan, Sherwood Par, St. Albert, Spruce Grove, Nisku/Leduc, Wetaskiwin, Edmonton and as far south as Calgary.


On Thursday, April 16, 2020, police received several reports of B&Es at various residences and businesses including convenience and liquor stores, as well as an industrial yard and a show home in Edmonton and surrounding communities.

The suspects were arrested and taken into custody shortly thereafter by the Southwest Project Team with the assistance of EPS Canine Unit and Southeast Patrol.

Peter Bartholmew Sowan, 26, is facing 17 B&E and theft-related charges.

Crystal Sowan, 36,is facing one count each oftheft under $5,000, theft of motor vehicle over $5,000 and break and enter of a dwelling house and commit theft over $5,000.

Damon Shane Boake, 24
, is facing 16 B&E and theft-related charges.

Various RCMP detachments also assisted EPS with this investigation. 

Police seek public's assistance locating two Alberta Hospital Edmonton patients

The Edmonton Police Service is seeking the public's assistance in locating two patients, a 40-year-old male and a 30-year-old female, who reportedly ran away from Alberta Hospital Edmonton earlier today

It was reported to police that at approximately 9:50 a.m. this morning, Tuesday, April 28, 2020, two patients, Reyhan Paul Jones, 40, and Bailey Gabriel (Armstrong), 30, ran away from Alberta Hospital Edmonton located at 17480 Fort Road. The pair were reportedly on a supervised walk on hospital grounds when they suddenly ran away from the group they were with, crossed 18 Street northeast of the hospital and got into awaitinggrey colored SUV that fled the area eastbound at a high rate of speed.

Both Jones and Gabriel require medication and as such there are concerns for their well being. Police and hospital staff continue to search for the pair who are currently arrestable for contravention of disposition. Both are considered to be violent and dangerous and should not be approached.

Jones is described as a white male, 6’2” tall, weighing approximately 240 lbs with a clean-shaven head and facial hair. He was last seen wearing blue jeans, a camouflaged coloured t-shirt, a black zip-up jacket, an army green ball cap and black shoes. Photos of Jones are included below.

Gabriel is described as a white female, 5'1” tall, weighing approximately 145 lbs with dyed red shoulder length hair and glasses. She was last seen wearing black baggy sweat pants, a red long sleeve shirt, a black zip-up sweater and black shoes. Gabriel is also known to the use the last name Armstrong. Investigators believe the pair are likely in the Edmonton or Spruce Grove area, although there is a possibility they may travel to other areas of the province including Grand Prairie and the surrounding area.

Police continue to seek public's assistance identifying deceased male

The Edmonton Police Service is releasing a 3D modelled image of a deceased male in the hopes that someone may recognize him.

On Thursday, June 1, 2017, police responded to the report of a body found on the bank of the North Saskatchewan River just south of the Dawson Bridge. Upon arrival, officers located a deceased male.

Since then, investigators with the EPS Missing Persons Unit have been working closely with several partners, including the Office of the Chief Medical Examiner in Edmonton and the RCMP Forensic Art Unit, in an attempt to identify the male.

In July of 2018, an EPS sketch artist used photos of the deceased to create composite drawings of what the male may have looked like. These were provided to the public in a media release; however, attempts to identify him remained unsuccessful.

In the fall of 2019, the Alberta RCMP Missing Persons Unit began working with the EPS on the investigation which they believed was an ideal candidate for 3D modelling. With the help of an anthropologist, an artist and a graphic specialist, a 3D model of the male was created. Photos are included below.

“Our sketch artists work primarily with photos and descriptors of the deceased,” says Cst. Craig Gabucci with the EPS Missing Persons Unit. “They do the best they can with the information they receive.

“The RCMP Forensic Art Unit is able to use information from a variety of sources, including an anthropologist report, skull measurements and photos, resulting in a fairly realistic interpretation of what an individual may have looked like.

“We are grateful for the RCMP’s assistance and are hopeful that these 3D modelled images will help us identify this male.”

The deceased male is described as 5’6” tall and may have had dark brown or black hair. At the time of his discovery, he was wearing dark coloured jeans with a brown, leather belt, a black ¼ zip fleece sweater, a dark brown or black jacket and brown, leather strapped sandals with black soles.

The male was also carrying a unique silver alarm clock which investigators believe someone may recognize. Photos of the clock are included below.

At this time, officers continue to believe that the male’s death is not suspicious in nature.

EPS investigation identifies purchase order scam targeting PPE and industrial equipment companies across the globe

A comprehensive investigation undertaken by the EPS Economic Crimes Section has helped several Canadian and American companies recover more than $1.5M of industrial and personal protective equipment (PPE) fraudulently ordered by suspects with connections to Nigeria.

The online scheme targeting PPE, industrial and electronic equipment companies in Canada, the United States and Australia, has seen the suspects impersonating various commercial companies, including “Clean Harbors”, a large North American environmental, energy and industrial service provider.


The suspects would then contact various suppliers using altered emails, the names of associated company executives and illegally obtained credit reference information to fraudulently obtain shipments of various equipment including the highly sought-after N95 masks. The equipment was then shipped to warehouses across Canada and the United States by the suspects, who are believed to be operating from Nigeria and London, UK. 

It is alleged that the suspects would then coordinate an online pick-up from a courier company using compromised courier accounts, and have the shipment delivered to England, where it was then moved to companies with exporting connections to Nigeria.
 


“Many companies around the world are dealing with various challenges right now just trying to financially stay afloat during this pandemic,” stated Det. Jason Lapointe, of the EPS Economic Crimes Section. “Then they find themselves under attack by criminals from abroad that are attempting to fraudulently acquire various equipment, including PPE, destined to help those who are in desperate need of it. It’s unconscionable really.”

In mid-March, ECS investigators received information that a Leduc company had been targeted. The local electronics company had received a purchase order worth approximately $18,000 for two-way radios. The order was initially placed by email through Clean Harbors, a vendor known to the local company through previous business transactions.

It was reported to police that the Leduc equipment company then received a subsequent email supposedly from Clean Harbors requesting that the shipment of two-way radios be re-directed to a location in Calgary. Representatives with the local company became suspicious and contacted Clean Harbors to clarify the situation, which confirmed their suspicions that they were being defrauded by someone impersonating an executive with Clean Harbors. As a result, representatives from the Leduc company were able to stop the shipment from being delivered.

In early April, an Edmonton telecommunications equipment supplier fell victim to this scam after a shipment of equipment worth $170,000 was sent to a storage facility in the UK.  EPS Economic Crimes Section prevented another $130,000 shipment of equipment made by this same Edmonton company from reaching its final destination, after it was located at a shipment center in Ontario

 

As an example of this scam’s impact on the current COVID-19 crisis, these same suspects placed orders through two Canadian corporations situated in Quebec and B.C. for $100,000 worth of personal respirators and replacement N95 3M filters.  These shipments were located at separate loading facilities, and EPS Economic Crimes Section investigators facilitated the return of these shipments to the respective companies.


The EPS Economic Crimes Section is urging businesses to remain vigilant when dealing with potential clients online.


Police locate female Alberta hospital patient

The Edmonton Police Service has located a 30-year-old female Alberta Hospital Edmonton patient who reportedly ran away from the facility earlier this week.

On Tuesday, April 28, 2020, police issued a media release seeking the public’s assistance locating two patients who reportedly ran away from Alberta Hospital Edmonton. It was reported to police that at approximately 9:50 a.m. that morning, Reyhan Paul Jones, 40, and Bailey Gabriel, 30, ran away from the facility located at 17480 Fort Road. Gabriel was located this evening, Thursday, April 30, 2020, by the RCMP in the area of Claresholm, AB and she remains in police custody at this time.

Police conclude investigation into March collision involving male youth and school bus

On Wednesday, March 4, 2020, at approximately 8:30 a.m., police responded to the report of a collision involving a school bus and pedestrian. Upon arrival, police located a 12-year-old boy who had been struck by a school bus. The youth was reportedly travelling eastbound across Castle Downs Road NW, at 162 Avenue, in a crosswalk when he was struck by a bus turning left onto Castle Downs Road NW. The 12-year-old was treated and transported to hospital by paramedics with serious, but non-life-threatening injuries. 

The EPS Major Collision Investigation Section (MCIS) has since concluded their investigation into the incident. The male driver was issued a violation for failing to yield to a pedestrian in a crosswalk under the Traffic Safety Act.

The 12-year-old has been discharged from hospital and continues to recover from his injuries. 

No further information is available. 

Police investigate bus shelter vandalism, seek tips from the public

The Edmonton Police Service is seeking tips from the public regarding a vandalism spree that resulted in significant damage to more than 40 bus shelters across the city. On Tuesday, May 5, 2020, a citizen reported to police a series of damaged bus shelters located northbound on 142 Street in the area of 91 Avenue. Upon consultation with the City of Edmonton, investigators discovered that 43 shelters had been damaged across the city to date, including 11 bus shelters along 142 Street between 89 Avenue and 121A Avenue, three bus shelters along 87 Avenue between 149 Street and 172 Street, four bus shelters along 109 Street between 65 Avenue and University Avenue and two bus shelters along 82 (Whyte) Avenue between 110 Street and 112 Street.

At this time, officers believe the vandal(s) targeted the bus shelters overnight between Monday, May 4 and Wednesday, May 6, 2020.  All the shelters reportedly had one or more glass panes smashed and total damages have been estimated at approximately $30,000. 

Officers continue to investigate this series and are asking anyone who may have witnessed the vandalism to contact police. Investigators are also asking any vehicle owners or homeowners that live close to a damaged bus shelter and have dash cam or home security video footage that was active during this time period to review their video and contact police if they note any suspicious activity.
 

Police seek public's assistance locating missing senior

The Edmonton Police service is seeking the public’s assistance locating a 71-year-old missing male who suffers from dementia.

Lawrence Isbister, 71, was last seen outside St. Andrew’s church near 128 Street and 111 Avenue on May 5, 2020 at around 7 p.m.

Isbister is a white male who stands 5’9” tall and weighs approximately 200 lbs. He has gray hair, a gray beard and brown eyes. He wears glasses, and was last seen wearing a light gray jacket and denim clothing similar to the items shown in the photo below.

On Saturday, May 9, 2020, at approximately 10:45 p.m., patrol officers were dispatched to a suite in the area of 107 Avenue and 116 Street. When officers attended the location, a deceased male was located inside a suite.

The EPS Homicide Section has taken the lead of this investigation due to the circumstances. An autopsy is taking place tomorrow, Tuesday, May 12, 2020, to determine the cause and manner of death of the deceased. Police do not have anyone in custody.

More information will be forthcoming following the autopsy. No further information is available for release at this time.

Assist to locate: High risk offender wanted on warrants

The Edmonton Police Service has issued arrest warrants for Rodney Gambler, 26, who allegedly breached conditions of his court order.

Gambler is wanted for breach of release order (x3).

Heposes a great risk to the public and is considered by police to be a violent and sexually violent offender, most notably while under the influence of any intoxicants.

The EPS Homicide Section continues to investigate the death of a 34-year-old man found deceased in a suite over the weekend.

On Saturday, May 9, 2020, at approximately 10:45 p.m., patrol officers were dispatched to a suite in the area of 107 Avenue and 116 Street, where Mohamed Amin Hassan Jama, 34, was located deceased.

An autopsy was performed on Jama yesterday, Tuesday, May 12, 2020, and while injuries are suspicious in nature, further medical testing is required. Homicide Section continues to treat the death as suspicious.

Investigators attempt to piece together final hours of Terri Rowan’s life with release of video footage

Terri Ann Rowan was last seen walking away from a well-known transitional housing facility in downtown Edmonton on the evening of Aug. 6, 2019.

Nine days later, on Aug. 15, 2019, partial remains of the 33-year-old Edmonton woman’s body were discovered in an alley in the west-end neighbourhood of Sherwood.

Edmonton Police Service Homicide investigators are now releasing surveillance video (see below) of Rowan walking away from Dwayne’s House, 10209-100 Ave., on that summer evening Aug. 6th with hopes that someone will be able to help them “uncover details regarding the final days of Terri’s life, says Det. Richard Windover, of the EPS Homicide Section.

“This surveillance video is the last known sighting of Terri,” says Windover, who has been working diligently on the case since the initial call came into EPS on Aug. 15, 2019. “We’re hoping someone out there has some information or knowledge of Terri’s whereabouts after that evening on Aug. 6th. Our objective is to find out who is responsible for this heinous crime and bring them to justice.”

“We’re also intent on helping Terri’s family to find some peace by locating Terri’s remains, so that her family can lay her to rest with some dignity during a traditional indigenous burial.”

On August 15, 2019 the Edmonton Police Service responded to reports of human remains located in an alley in the area of 149 Street and 92 Avenue.  DNA was subsequently utilized to confirm that the partial remains were that of Terri Ann Rowan.  The Edmonton Medical Examiner conducted an autopsy and Terrie Rowan’s death was determined to be suspicious.

“I think about Terri everyday,” said Delphine Rowan, Terri’s mother. “I want to be able to give her a proper burial, but we can’t until the rest of her remains are recovered. I have many unanswered questions about my daughter’s untimely death, and not being able to lay Terri to rest really weighs heavily on me.”

Investigators are looking for the public’s assistance with this investigation and ask anyone with information about Terri Rowan’s death or who may have interacted with her around the time of her disappearance to contact EPS at 780-423-4567 or #377 from a mobile phone. ASIRT investigating serious incident in southwest Edmonton

At approximately 3:30 a.m. this morning, police received a 911 call regarding a possible assault in progress, where the caller reportedly heard yelling and screaming at an apartment suite in the area of 170 Street and 64 Avenue. 

Uniformed officers arrived, and after attempting access through door knocks, were required to force entry into the suite. While police were forcing entry, a confrontation occurred with a man in the suite, resulting in several different uses of force to attempt to gain control of him, all without success.

The man then went out onto the fourth floor balcony and either fell or jumped to the ground below.  Officers followed and observed the man lying on the ground.

The man was transported to hospital with life-threatening injuries.

The Director of Law Enforcement was notified, and has directed the Alberta Serious Incident Response Team (ASIRT) to investigate this incident. Therefore, the EPS will not be providing further comment.

Five charged in online cannabis delivery operation

Last week, on Wednesday, May 6, 2020, officers from the EPS Cannabis Investigations Unit conducted a search warrant at three residences and charged five people in an illegal online cannabis delivery operation.

“The CannaBus 780” was an illegal online delivery service operating out of three residences in the Rosslyn, Oliver and Minchau areas of Edmonton. After conducting search warrants on the three addresses and associated vehicles, police seized 4,643 grams of cannabis flower, 165 packages of edibles, 420 grams of shatter, 15 grams of cocaine, 7 grams of crack cocaine, several THC vape pens, THC tincture and $9,515 in Canadian currency. Police believe the total street value of the illicit substances and cash to be more than $61,000.

Cannabis and other illicit items seized during search

Dean Bell, 26; Bobbi-Jo Spence, 26; Ian Mack, 34;and John Dickinson, 48 are all jointly charged with possession of illicit cannabis and possession of cannabis for the purpose of illegal distribution under the federal Cannabis Act, as well as possession of proceeds of crime.

Christopher L’hirondelle, 26 is charged with possession of a controlled substance.

“There is a legal way to order recreational cannabis online in Alberta, and it’s through the AGLC,” says Const. Dexx Williams, of the EPS Cannabis Investigations Unit. “Illegal cannabis companies continue to circumvent the law and the business processes that have been put in place to keep the public safe, and there are criminal consequences to those actions.”

Police looking to speak with witness of vehicle involved in hit and run collision

On May 13, 2020 at approximately 6:15 a.m. a collision occurred between a cyclist and a vehicle in the intersection of 142 Street and 137 Avenue.  

A 62-year-old female cyclist was traveling southbound on 142 Street, crossing 137 Avenue, when an eastbound BMW proceeded into the intersection against a red light and collided with the cyclist.

 The vehicle stopped momentarily a short distance away before fleeing the area at a high rate of speed. 

 The cyclist suffered several serious injuries.

It was reported to police that several other vehicles were stopped facing east bound on 137 Avenue and would have witnessed the collision.

 “Also, an unknown male witness obtained the licence plate of the fleeing vehicle and provided it to another witness on scene,” says Const. Jeff Strickland, of Major Collision Investigation Unit. “We would like to speak with this male who obtained the licence plate and any other witnesses who have not spoken with police already.”

In the interest of public safety, the Edmonton Police Service is issuing the following warning: Tshiyoyo Mufuta is a convicted violent and sexual offender and the Edmonton Police Service has reasonable grounds to believe he will commit another violent and/or sexual offence against someone while in the community.

Mufuta will be residing in the Edmonton area.  The Edmonton Police Service is seeking a recognizance order on Mufuta and he will be monitored by the Behavioural Assessment Unit of the Edmonton Police Service.

Mufuta is considered by police to be a violent sexual offender who poses a risk of significant harm to the community to re-offend violently, including sexual violence, particularly with adult women he is involved in relationships with.

Mufuta has been placed on a series of court ordered conditions including:

  • Must abide by a curfew of 10 p.m. to 6 a.m. daily.
  • He must reside at an approved residence and must not change that address until he has received written approval from his supervisor.
  • He must not have any guests at his residence during the hours of curfew unless previously approved by his supervisor.
  • He shall not purchase, possess or consume any alcoholic beverages. He shall not consume or possess any drug listed in the schedules of the Controlled Drugs and Substances Act including cannabis, any prescription drugs not prescribed to him, or any other intoxicating substances.
  • He shall not be in any licensed premises other than a dining room for the sole purpose of having a meal.He shall not attend at any liquor store.
  • He shall not possess any drug paraphernalia such as crack or marijuana pipes, self-made pipes of any kind, e-cigarettes, bongs, water pipes, cigarette papers, or syringes.
  • He must not travel out of the City of Edmonton without written approval of his supervisor or the Provincial Court of Alberta.
  • He must immediately report any motor vehicle he acquires or has access to.
  • He must not be in possession of weapons of any kind, including knives (except in his residence or at a restaurant for the sole purpose of consuming a meal), bear spray or dog spray, firearms, ammunition, explosive material, or any weapons whether homemade or otherwise.
  • He shall not enter into a dating, intimate, sexual relationship with any person or any friendships with females until her identity has been disclosed to his supervisor and she has been informed of his previous offending.
  • He shall not have contact, direct or indirect with the victims of his offences, or the families of the victims of his offences, in which he has been convicted unless he has received written approval from his supervisor.

The Edmonton Police Service is issuing this information and warning after careful deliberation of all related issues, including privacy concerns, in the belief that it is clearly in the public interest to inform the members of the community.
